I'd like to know this as well... if only to unlock it... I have checked a couple sites about Elite skills, but none have yielded anything in the way of this skill's location.
Perhaps a someone out there can enlighten us...

Melandru's Cursed outside of Ember Light Camp, stay right once you load into the zone. If he doesn't use Ranger skills just go to another city and come back. I had to do this twice before he used it..

A couple interesting things to note here. First of all, this skill is part of the marksmanship attribute, yet has no modifiers tied to it. There is not even a minimum skill requirement, you can have 0 marksmanship and still use this skill effectively. Crippling shot also has a special PvE effect, like Pin Down, where it can cause monsters to temporarily 'split' from their group and reset back to the spawning point.
Other than that, it's basically the Pin Down skill with -5 mana cost and slightly longer duration, which is still nice, but much less than I was expecting for an elite skill.
The boss "Melandru's Cursed" in Perdition Rock uses this skill. There is a ranger and necro boss type with the same matching name, so you have to reset the zone if the ranger version does not appear.

In comparison to Pin Down, this skill is very bad. Yes, it does have its uses... but it is much more useful to use Pin Down and a different elite.

If by "very bad" you mean "very good," then sure. Crippling shot is for when you need someone crippled. If you don't, don't bring it.

I love this elite myself, sure, Pin Down is good for stopping an enemy from running, but when that enemy is already running, the "cannot be "Blocked" or "Evaded" helps out quite a bit, in my experience at least.

it is an elite skill and it's been updated. 1 sec recharge and 8 second cripple reguardless of marksmanship level. it's useful for non rangers or rangers who don't use marksmanship (yes there is such a thing). it's also good for stopping more than one warrior at a time. cripple one, switch targets, cripple another...repeat. it's better for organized pvp but it's still nice to use in any situation.

Note - works very well with frag builds. Instant, cheap, can't fail condition application at range, with useful slowing effect and handy short duration. Clearly this is an elite!

I love the update on this skill. When used in conjunction with Apply Poison, you can keep a whole team poisoned and crippled. So fun

That has the location of it but the previous post was right, it's on melandru's cursed on the right side of perdition rock.
I love this skill but it has a harsh situation. It's much too good to not be an elite but like others said before, pin down+a different elite is the way to go.
Pin down isn't that much worse. It is worse but it's still very usable and helpful and because of that, it's much more tactical to use it and a different elite.
Of course, this is all moot if your one objective in the team is to cripple people.
Hmm, that could be kinda fun . . .
[: EDIT :] Shwitz has a pretty cool use for it above me tho .
